  17. <p>     The green may finally have risen to the top. Buying the
  18. argument that the move would give the U.S. more clout in debates
  19. with environmental ministers from other countries, the Senate
  20. voted to elevate the Environmental Protection Agency to Cabinet
  21. level. The measure was sent to the House, where it died last
  22. year because of objections to a Republican amendment requiring
  23. government compensation to property owners affected by
  24. environmental restrictions. This year the controversial
  25. amendment was dropped, improving the odds significantly, though
  26. it's still not a sure shot.
